If you return home with little or no income, CalFresh may help you buy food while you work on housing, employment and other reentry needs. California applications can be started online through BenefitsCal or through your county social services office.

Do not rely on old information about eligibility. CalFresh rules changed in 2025 and 2026, including work and community-engagement requirements for some recipients and eligibility changes affecting some lawfully present immigrants.

Step 1: Start with the official application system

Use BenefitsCal to apply for or manage CalFresh in California. You can also contact your county welfare department. The California Department of Social Services lists CalFresh information and contacts at CDSS CalFresh.

The statewide CalFresh Benefits Helpline is 1-877-847-3663. Verify phone numbers on the CDSS website before relying on saved or printed copies.

Step 2: Gather what you have

The county may request information about:

  • identity;
  • household members;
  • income;
  • housing costs;
  • utilities; and
  • other circumstances affecting eligibility.

Do not delay asking for assistance simply because your paperwork is incomplete. Ask the county what it needs for your particular case and how you can provide missing verification.

Step 3: Ask about current work requirements

California's current CalFresh work rules do not apply the same way to everyone. CDSS maintains a current page explaining CalFresh work and community engagement requirements.

Some people are excused from particular requirements based on age, disability, caregiving, work status or other circumstances. Because these rules changed in 2026, check the current CDSS guidance rather than relying on older reentry handouts.

Step 4: Protect your EBT benefits

California uses Electronic Benefit Transfer cards for CalFresh. CDSS recommends the official ebtEDGE tools for managing EBT benefits.

Treat your EBT PIN like a bank PIN:

  • do not share it casually;
  • change it if you believe it has been compromised;
  • review transactions;
  • be cautious with texts or calls asking for card details.

CalFresh reentry checklist

  • Start an application through BenefitsCal or the county.
  • Save your case number and login information.
  • Keep copies of notices.
  • Respond to county requests promptly.
  • Check whether current work requirements apply to you.
  • Secure your EBT PIN.
  • Report major household or income changes according to program rules.
  • Ask questions when a notice does not make sense.
